Special reporting requirements in hospitals, care homes and similar establishments – Information

Anyone admitted to hospitals, care homes or other establishments providing care for people in need of care or with disabilities, or providing residential care, does not need to register as long as they are registered at another address within the country. Anyone who is not registered at a residence in Germany must register within two weeks once their stay exceeds three months.

In the case of persons who are unable to fulfil their obligation to register in person (e.g. due to infirmity), the heads of the facilities must notify the registration authority responsible for the facility’s registered office of their admission within two weeks. The persons concerned must be informed of this.

In the case of individuals for whom a guardian has been appointed who is authorised to determine their place of residence, the duty to register rests with the guardian.

Where, in the opinion of a public authority, it is necessary in individual cases to avert a serious and imminent danger, to investigate criminal offences, or to ascertain the fate of missing persons and accident victims, hospitals, care homes and similar institutions must provide the competent authority with information from their records. The information provided shall include surnames, forenames, date and place of birth, and, in the case of births abroad, the country of birth, nationalities, addresses, as well as the date of admission and the date of discharge.

Proof of identity in the event of registration

State of Brandenburg:

For the purposes of registration: an identity card, a provisional identity card, a replacement identity card, a recognised and valid passport or passport substitute, as well as confirmation from the landlord or a corresponding identification detail in accordance with Section 19(4), first sentence, of the Federal Residence Act (BMG)

staying in hospital, a care home or similar for more than three months and having no accommodation in Germany
