B-Plan No. 30 "Feuerbachstraße/Schillerstraße"
By resolution dated 5 September 2013, the municipal council of the municipality of Rüdersdorf bei Berlin initiated the process of drawing up development plan no. 30 "Feuerbachstraße/Schillerstraße" in the district of Rüdersdorf (resolution no. 393/51/2013). The planning objective is the supplementary development of a residential area in the eastern part of the Berghofer Weg housing estate, east of Feuerbachstrasse and north of Schillerstrasse. The areas in question are shown as residential areas in the land utilisation plan of the municipality of Rüdersdorf bei Berlin.
The planning is being carried out at the instigation of a private developer. The planning procedure was suspended for a long period of time because it was not pursued further by the developer. The planning process was resumed in 2025, now with a new developer.
By resolution dated 16 October 2025, the municipal council of the municipality of Rüdersdorf bei Berlin approved the draft for development plan no. 30 "Feuerbachstraße/Schillerstraße" and determined that public participation in accordance with Section 3 (2) BauGB and the authorities in accordance with Section 4 (2) BauGB must be carried out (resolution no. 130/13/2025).
In the period from 19 January 2026 to 22 February 2026, the planning documents can be viewed in the planning and participation portal of the state of Brandenburg (DiPlanBeteiligung) at the following link: https://bb.beteiligung.diplanung.de/plan/bplan30feuerbachstrschillerstr. There is also the opportunity to submit comments with suggestions, information or concerns about the planning procedure. In addition, comments can be submitted by anyone in writing by e-mail or by post.
The planning documents can also be viewed in paper form during the opening hours of the citizens' office in the town hall.

Hennickendorf North photovoltaic plant project
In the north of the district of Hennickendorf, on the border with the district of Rehfelde, the construction of an open-space photovoltaic plant that crosses the municipal boundaries is planned. For this purpose, an 11th amendment to the land use plan and the creation of a development plan no. 57 "Photovoltaic plant Hennickendorf North" are required in parallel for the project section within the municipality of Rüdersdorf bei Berlin.
As part of the early public participation in accordance with Section 3 (1) BauGB, anyone can submit comments with suggestions, information or concerns about the planning documents in writing by email or post from 3 November 2025 to 15 December 2025.
In accordance with Section 4a (5) BauGB, comments that are not submitted on time may be disregarded in the further decision-making process in connection with this planning procedure if the municipality did not know and should not have known their content and their content is not relevant to the legality of the development plan.

B-Plan No. 44 "Residential development on Rüdersdorfer Strasse" in Herzfelde district
With the project-related development plan no. 44 "Wohnbebauung an der Rüdersdorfer Straße", the area that has grown towards the edge of the district is rounded off by the planned development on both sides of Rüdersdorfer Straße.
The spatial scope of the development plan no. 44 in the district of Herzfelde encompasses parcel 1419 of parcel 1, district of Herzfelde with a total area of approx. 20,775 square metres.
The planning area is located approx. 1.0-1.5 km from the centre of Herzfelde. The settlement area is sufficiently integrated into the local, regional and national road network.
B-Plan No. 45 "Hans-Schröer-Straße Süd residential development" in Herzfelde district
The project-related development plan no. 45 "Hans-Schröer-Straße Süd residential development" rounds off the "Hans-Schröer-Straße" residential area. The planning objective is to round off the development of the "Hans-Schröer-Straße" estate as a housing estate and to meet the increased demand for living space.
The spatial scope of the development plan no. 45 in the district of Herzfelde encompasses plot 303 of parcel 2, district of Herzfelde with a total area of approx. 17,649 square metres.
The planning area is located approx. 1.0 - 1.5 km from the centre of Herzfelde. The settlement area is sufficiently integrated into the local, regional and national road transport network
B-Plan No. 49 "Herzfelder Straße residential area" in Alt Rüdersdorf district
The planning objective is to create the legal planning requirements for the development of a general residential area in accordance with Section 4 BauNVO, including the development required for this in terms of orderly urban development, as well as to close the gap between the development south of Herzfelder Strasse and the Hemmoorring residential area, including the municipal plot 182. An urban development concept exists for the planning area. Single-family, semi-detached and terraced houses with parking spaces and garages are planned. The area is to be developed from the inside.
The area covered by development plan no. 49 in the Alt Rüdersdorf district on Herzfelder Strasse comprises plots 29/7, 29/9, 29/11, 30/11 and 182 in parcel 8, Rüdersdorf district, with a total area of approx. 2.4 ha.
The neighbouring development to the north and south is designed as a residential area throughout, so that moderate redensification takes place directly adjacent to the existing development structure.
B-Plan No. 53 "Biomass Centre Hennickendorf"
At its 5th public meeting on 19 December 2024, the municipal council of the municipality of Rüdersdorf bei Berlin initiated the preparation of development plan no. 53 "Biomass Centre Hennickendorf" in the municipality of Rüdersdorf bei Berlin, district of Hennickendorf, by resolution no. 48/05/2024.
The planning objective is to create a legal framework for the upgrading and development of the existing industrial site for the processing and utilisation of organic waste. The development plan is therefore required to regulate the necessary development of the site in terms of urban planning. The project developer is Berliner Stadtreinigung (BSR) AöR.
At its 14th public meeting on 18 December 2025, the municipal council approved the draft of development plan no. 53 "Biomass Centre Hennickendorf", consisting of the plan drawing (draft dated October 2025), the explanatory statement (draft dated October 2025) and the environmental report (draft dated October 2025) by resolution no. 137/14/2025 and determined the participation of the public and public interest bodies in accordance with Section 3 (2) in conjunction with Section 4 (2) BauGB.
Public participation will take place from 28 January 2026 to 4 March 2026. During this period, the planning documents can be viewed and commented on via the digital planning and participation portal of the state of Brandenburg (DiPlanBeteiligung). At the same time, the planning documents can be inspected in paper form during regular opening hours at the municipal administration's citizens' office and during the local mayor's office hours at the former Hennickendorf town hall. Street of Youth supermarket project
The construction of a large-scale supermarket with a sales area of up to 2,500 sqm is planned in the centre of Rüdersdorf. A car park with approx. 160 parking spaces is to be built in connection with the new supermarket. In accordance with the "Active town and district centres" programme, an identity-creating development of the town centre is to take place. The desired development is to be achieved by establishing a town centre with a central function.
This requires an amendment to the land-use plan and the preparation of a development plan.
As part of the public participation process in accordance with Section 3 (2) BauGB, anyone can submit comments with suggestions, information or concerns about the planning documents in writing by email or post from 22 April to 28 May 2025.
In accordance with Section 3 (2) sentence 4 no. 3 BauGB, comments not submitted in due time may be disregarded in the further decision-making process in connection with the present planning procedure if the municipality did not know and should not have known their content and their content is not relevant to the legality of the development plan.
An association within the meaning of Section 4 para. 3 page 1 no. 2 UmwRG (Environmental Appeals Act) is excluded in an appeal procedure pursuant to Section 7 para. 2 UmwRG in accordance with Section 7 para. 3 page 1 UmwRG with all objections that it did not assert or did not assert in good time during the display period but could have asserted (Section 3 para. 3 BauGB).

2nd amendment to development plan no. 3 Residential area Lindenweg OT Hennickendorf
Food market on Berliner Straße OT Hennickendorf
This land-use planning procedure was necessary for the establishment of a new large-scale retail store (full-range) close to the town centre in the district of Hennickendorf. In the municipality's land use plan, the area affected by the planned shopping centre is shown partly as a residential area and partly as an area for forestry use. This representation contradicts the stipulations in the development plan. In accordance with the planned stipulations, this area had to be designated as a special purpose area for large-scale retail and the land use plan of the municipality of Rüdersdorf bei Berlin had to be amended. This was done with the procedure for the 7th amendment of the land use plan. At the same time, project-related development plan no. 46 "Food retail on Berliner Strasse" was drawn up.
At its 12th public meeting on 22 July 2025, the municipal council of the municipality of Rüdersdorf bei Berlin adopted resolution no. 113/12/2025 on the 7th amendment to the land use plan of the municipality of Rüdersdorf bei Berlin in the area of project-related development plan no. 46 "Lebensmittelmarkt an der Berliner Straße" in Hennickendorf. At the same meeting, by resolution no. 115/12/2025, the project-related development plan no. 46 "Grocery store on Berliner Straße" was adopted as a statute.
In accordance with Section 6 (1) BauGB, the 7th amendment to the land use plan of the municipality of Rüdersdorf bei Berlin was submitted to the district of Märkisch-Oderland - Building Regulations Office - as the higher administrative authority for approval. By decision dated 4 September 2025 (ref.: 63.30/02981-25), the higher administrative authority approved the 7th amendment to the land use plan in the version dated 19 May 2025 in accordance with Section 6 (1) BauGB in conjunction with Section 5 BauGB.
