Every person entitled to vote is entered in the electoral roll ex officio. The electoral roll is the basis for the proper conduct of the election. It ensures that only those eligible to vote take part in the election and only cast their vote once. It is drawn up on the 42nd day before the election.

A list of eligible voters is kept for each electoral district. The electoral roll is the basis for the proper conduct of the election. It ensures that only those eligible to vote take part in the election and only cast their vote once. It is created on the 42nd day before the election by officially registering all eligible voters whose main place of residence is registered in the population register in the electoral area. If you acquire the right to vote after the 42nd day before the election, e.g. by moving to another place of residence, you will also be registered ex officio. You will receive notification of your entry in the electoral roll. Homeless people and people who have their centre of life in the electoral area but are only registered with a secondary residence can apply to be entered in the voters' register up to the 15th day before the election.

Prerequisites
The right to vote is given, i.e:
- German citizenship,
- the16. year of age is completed,
- permanent residence in the electoral area or who otherwise habitually resides in the electoral area,
- is not excluded from the right to vote.
Procedure
Persons with permanent residence in the electoral area are registered ex officio.
Homeless persons and persons who have their centre of life in the electoral area but are only registered with a secondary residence must apply to be entered on the electoral roll.

Registration takes place until the 2nd day before the election.
Applications for entry in the electoral roll must be submitted to the electoral authority by the 15th day before the election.
