An official electoral roll is kept by the municipality for each electoral district. All citizens who are entitled to vote on election day are entered in this register. In principle, eligible voters who are registered as having their main residence in the municipality on the 42nd day before the election are entered in the electoral roll ex officio. The municipality will send you a polling card by the 21st day before the election at the latest.

If you have not received a polling card by the 21st day before the election, you should contact your local authority immediately to check whether you are registered on the electoral roll. If you are not, you can apply to be registered.

If your circumstances are different, e.g. if you moved to the municipality after the 42nd day before the election or have a permanent residence as a secondary residence, please contact the municipal electoral authority immediately.

Identity card, or a certificate of residence if applicable

Anyone who is entitled to vote on election day

• is a German national or a national of another Member State of the European Union,
• has reached the age of 16,
• has their permanent residence or otherwise usually resides in the electoral district and has no home within the territory of the Federal Republic, and
• is not excluded from the right to vote.

You may inspect the electoral register from the 20th to the 16th day before the election on weekdays during your local authority’s normal opening hours. Within this period, you may also apply for a correction to the electoral register in order to be included on it. You may do this in writing or in person (for the record) at the local council.

Your application must contain at least the following information and be signed by hand:

• First name and surname
• Date of birth
• exact address
• Formulation "Application for entry in the electoral roll"

The local authority will then review your eligibility to vote once again. If you are eligible to be registered, you will receive a polling card without delay. You can also apply for a polling card. If your application is unsuccessful, you will be notified as soon as possible.
