Auf den zwischen dem Hemmoor-Ring und der Herzfelder Straße gelegenen, bisher unbebauten Flächen sieht der Flächennutzungsplan der Gemeinde Rüdersdorf bei Berlin aus dem Jahr 2010 eine Ergänzung der Wohnbauflächen vor. Seit einigen Jahren verfolgt ein privater Vorhabenträger dort die Errichtung eines Wohngebiets mit rund 50 Wohnungen in Doppel- und Reihenhäusern.
The local council initially decided to draw up a local development plan for this purpose. In autumn 2025, the preliminary draft of this local development plan No. 49, ‘Herzfelder Straße Residential Area’, was put forward for early consultation with the public and the relevant authorities.
Since the end of 2025, the federal legislature has made it possible to fast-track housing construction projects through the so-called ‘Bauturbo’. Under certain conditions, these projects can be carried out without the need to draw up a local development plan. The municipality of Rüdersdorf near Berlin wishes to make use of this option for the first time.
