If you keep a dog, you are obliged to register it with the local authority for tax and regulatory purposes immediately after acquiring it or moving in.

The regulatory registration of dogs is intended solely to prevent danger, as injuries to humans or animals can be significant.

  • Legal basis(s)

  • Required documents

Dogs can be registered in writing, online or in person at the municipal administration.

The following details of the owner are recorded:

    - First name and surname,

    - Birthday,

    - Place of birth and

    - the current address.

The following information about the dog must also be provided:

    - Name of the dog,

    - Sex of the dog,

    - Dog breed,

    - Litter date,

    - Colour of the dog and

    - the unchangeable number of the microchip.

The following information may be requested by the municipality in exceptional cases:

    - Certificate of good conduct of the owner for keeping dogs,

    - Determination of the dangerousness of the dog and

    - Administrative orders in which conditions have been imposed on the dangerousness of the dog.

The local authority may request proof of this information.

  • Prerequisites

    • You must have registered your place of residence in the administrative area.
    • You keep one or more dogs.
    • You submit all the necessary documents.
  • Costs (fees, expenses, etc.)

  • Procedure

After taking in or moving in with the dog, submit the application immediately in writing, online or in person to the responsible office.

The tax is then determined in the tax assessment notice. You will then receive the dog licence plate when the registration is approved.

  • Processing time

    Deadline: 2-4 weeks

  • Deadlines

Mandatory labelling for all dogs over eight weeks old.

Further deadlines may vary depending on the municipality.

  • Legal remedy

Further information on how to lodge an objection can be found in the notification of your application for dog registration.

  • Notes (special features)

In some cases of dog ownership, a tax exemption or a tax reduction can be granted upon application.

According to § 2 HundehV, a dog older than 8 weeks must be permanently identified at the owner's expense by means of a microchip transponder in accordance with the ISO standard.

This labelling is carried out by every vet. Registration with one of the private register portals is either carried out as a service by your vet or must be arranged independently.

According to § 6 of the Dog Keeping Ordinance, a licence is required from the local regulatory authority for keeping a dog classified as dangerous.

According to § 11 of the Dog Keeping Ordinance, the regulatory authority can prohibit the keeping of a dangerous dog.

Upon application to the local regulatory authority, it can be determined that the dog is no longer dangerous if no further incidents (e.g. bite incidents) have been recorded after at least two years since the permit was issued and if it can be assumed that the dog's behaviour has changed positively (temperament test).
