Public participation in development plan no. 53 "Biomass Centre Hennickendorf" begins

Public participation in draft development plan no. 53 "Biomass Centre Hennickendorf" will begin on 28 January 2026. All interested residents can find out about the plans and comment on them until 4 March 2026. At the same time, the relevant specialist authorities and neighbouring municipalities will be invited to comment.

The documents are available online in the planning and participation portal of the state of Brandenburg (DiPlanBeteiligung) at https://bb.beteiligung.diplanung.de/plan/bplan53biomassezentrum. They can also be viewed during opening hours at the citizens' office of Rüdersdorf town hall (Hans-Striegelski-Straße 5, 15562 Rüdersdorf bei Berlin) and during the office hours of the local mayor in the former Hennickendorf town hall (Berliner Straße 3, on the following Tuesdays from 4 to 6 p.m.: 3 February, 17 February, 24 February, 3 March 2026).

Objections or comments on the project can be submitted in writing until 4 March 2026. All feedback will be carefully examined, weighed against each other and submitted to the municipal council for a decision after consultation in the relevant specialist committees.

In addition, Berliner Stadtreinigung (BSR) as the project sponsor and the municipality of Rüdersdorf bei Berlin as the process sponsor invite you to a public information event on 17 February 2026 at 6.30 pm in the auditorium of the primary school "Am Stienitzsee" in the district of Hennickendorf. The project will be presented there, information will be provided on the further course of the planning process and there will be an opportunity for questions and dialogue.

With the development plan no. 53, BSR wants to modernise the existing composting plant in Hennickendorf. The aim is to adapt the plant to current environmental standards. Among other things, the previously open composting areas are to be enclosed in order to reduce odour emissions. An expansion of the already authorised capacity is not part of the development plan.

Before the development plan can be adopted, an urban development contract must be concluded between BSR as the project developer and the municipality of Rüdersdorf bei Berlin and approved by the municipal council. In the urban development contract, agreements are made on issues and measures related to the planning (e.g. on the assumption of planning costs or regulations to minimise traffic congestion).

The preliminary draft of the development plan was approved by the municipal council on 18 December 2025 with 16 votes in favour, 7 against and 2 abstentions. This opens the formal public participation process.
