Sharp rise in the number of cases - state government adopts new coronavirus containment ordinance - introduction of 2G rule - masks at primary schools

The Brandenburg state government has issued a new Corona Containment Ordinance. It comes into force on Monday, 15 November 2021.
The state government provided information about the contents in a press release:

"The Brandenburg Cabinet today adopted a new SARS-CoV-2 Containment Ordinance. It comes into force on 15 November 2021 and replaces the previously applicable contact ordinance. It will initially apply for three weeks up to and including 5 December 2021. [...]
The additional measures are "absolutely necessary" due to the sharp rise in the number of cases and to avoid overloading hospitals, said Minister President Dietmar Woidke at the subsequent press conference together with his deputies Interior Minister Michael Stübgen and Health Minister Ursula Nonnemacher.

In Brandenburg, the number of laboratory-confirmed COVID-19 cases has increased by 1,779 in the last 24 hours. The nationwide seven-day incidence is 285.7 (previous week: 159.2). In Brandenburg, 1,601,478 people have been vaccinated at least once (vaccination rate at least once vaccinated: 63.3 per cent), 1,546,631 people are fully vaccinated (vaccination rate of those fully vaccinated: 61.1 per cent).

For most Brandenburg residents - those who are fully vaccinated and have recovered - the new ordinance does not impose any relevant additional restrictions. The main points include the introduction of the 2G regulation, which only allows access to restaurants, hotels or cinemas, for example, to those who have been vaccinated or have recovered, as well as the reintroduction of the mask requirement from the first grade of school.

Against the background of sharply rising corona incidences, the so-called 2G regulation is also being extended in the state of Brandenburg. From Monday, for example, only vaccinated and recovered people will be allowed to visit restaurants, theatres, cinemas, casinos, leisure pools, saunas, spas and wellness centres, discos, clubs, festivals and events with an entertainment character throughout the state. Access to accommodation, coach tours and city tours will also be restricted to vaccinated and recovered persons and children under the age of 12. There are exceptions to 2G for young people under the age of 18 and for people who cannot be vaccinated for health reasons (certificate required): with a negative test certificate, they are also allowed to enter 2G; however, unvaccinated adults must then also wear an FFP2 mask.

What is also new is that the 3G regulation (access only for vaccinated, recovered and tested persons and children under the age of 6) now also applies to body-related services such as hairdressing services, with the exception of medical, therapeutic or nursing services.

The new containment ordinance also means that masks are once again compulsory in class for all pupils. They must also test themselves more frequently each week: three times instead of twice as before. As before, a certificate signed by a parent or guardian confirming the negative result of a self-test will suffice as proof.

The obligation to wear a mask in after-school care centres is new: In the indoor areas of after-school care centres, all persons aged five and over are now obliged to wear a medical mask outside of the care and educational activities that take place in group, exercise or other educational rooms. Visitors are also required to wear masks in the outdoor areas of after-school centres.

There are more tests in retirement and nursing homes. In districts and independent cities with a seven-day incidence below 100, unvaccinated and non-recovered employees must be tested at least three (previously: two) days per week in which they are on duty. If the threshold value is continuously above 100 for three days, then even daily. Vaccinated and recovered visitors to retirement and nursing homes and hospitals should also be tested."
