Due to the increased number of enquiries regarding parking in disabled parking spaces, the Public Order Office provides information about the legal situation:

Rules to be observed when using disabled parking spaces
Only severely disabled persons who can only move around permanently outside the car with the help of others or with great effort may park in a disabled parking space. Only people with the "exceptionally disabled" (aG) or "blind" (Bl) markings receive a special permit from the Road Traffic Office in conjunction with a blue parking permit, which authorises them to park in disabled parking spaces. This means that not all disabled people are allowed to use a disabled parking space. A disabled person's badge alone is not sufficient. A blue permit with an exemption authorisation is required.
Even a leg in plaster or pregnancy are not enough to be allowed to park in the disabled car park. However, the Immanuel-Klinik Rüdersdorf, for example, has provided so-called stork parking spaces (in front of the rescue centre) for expectant mothers.
In the worst case, unauthorised road users can also be towed away from a disabled parking space for a fee.
With the blue parking permit, those affected also receive other concessions. For example, they are allowed to park in a no-parking zone (sign 290 StVO) for up to 24 hours if there is no other parking option within a reasonable distance. However, the arrival time must also be proven by setting a parking disc. It is also not permitted to park in an absolute stopping ban. (sign 283).
Parking on pavements with a parking permit is also not permitted. (An offence against this will cost 55.00 euros).
Each parking permit holder receives a special permit from the Road Traffic Office, which must always be carried as soon as you wish to use a parking concession. This also sets out all the rights and conditions that must be observed.
Severely disabled persons who do not fulfil the requirements for the "aG" mark can apply for a special exemption in accordance with § 46 Para. 1 No. 1 StVO. This applies to the following group of people:
- severely disabled persons with the "G" and "B" signs and a degree of disability of at least 80 solely for functional disorders of the lower limbs (and the lumbar spine, insofar as these affect the ability to walk),
- severely disabled people with the "G" and "B" signs and a degree of disability of at least 70 for functional disorders of the lower limbs alone (and the lumbar spine, insofar as these affect the ability to walk) and at the same time a degree of disability of at least 50 for functional disorders of the heart or respiratory organs,
- severely disabled people suffering from Crohn's disease or ulcerative colitis if they have a degree of disability of at least 60,
- severely disabled people with an artificial anus and artificial urinary diversion, if they have a degree of disability of at least 70.
These people then receive an orange parking permit. However, this only entitles the holder to park in car parks with additional signs (wheelchair symbol) in Berlin and Brandenburg. In addition, the same parking concessions apply as for the blue parking permit.
How do you get a parking permit?

They will check whether you belong to the above-mentioned group of people and issue a certificate. With the certificate, you submit an application to your local road traffic office for an exemption licence in accordance with § 45 StVO. You will then receive either the Europe-wide parking permit or the orange parking permit.
We request that you only park in parking spaces for the severely disabled with one of the two aforementioned parking permits. As already described, the sole display of a severely disabled person's badge for the use of severely disabled parking spaces cannot be accepted.
Violations of this will be penalised with a warning fine of 55.00 euros.
