From 7 July to 15 August 2025, citizens can submit their comments on the 2nd draft of the "Renewable Energies" sub-regional plan. All documents are available online at: www.rpg-oderland-spree.de
Summary:
- The Berlin-Brandenburg State Development Plan (LEP HR) has had new spatial planning requirements in place since 2019.
- The Federal Wind Energy Act (since 2023) stipulates that Brandenburg must designate at least 1.8 % of its area for wind energy by 2027 and at least 2.2 % by 2032.
- The current draft of the sub-regional plan implements these requirements: 2.16 % of the area of the Oderland-Spree planning region (9,854 ha) is now earmarked as priority areas for wind energy - more than legally required by 2027.
Specifically, this applies to the municipality of Rüdersdorf near Berlin, for example, where a 71-hectare area near Herzfelde was designated as a priority area (VR WEN 14). The distances to residential areas were taken into account. A development plan currently being planned and existing facilities speak in favour of the site's suitability.

The 2nd draft of the "Renewable Energies" sub-regional plan also includes a set of criteria for ground-mounted photovoltaic systems.
With the entry into force of the Berlin-Brandenburg Capital Region Regional Development Plan (LEP HR) on 1 July 2019, new, higher-level spatial planning requirements for the preparation of integrated regional plans and functional sub-regional plans apply to regional planning. The LEP HR also contains provisions on renewable energies. With the 2nd draft of this functional sub-regional plan, the Oderland-Spree Regional Planning Association (RPG) is implementing a direct planning mandate from the LEP HR to define wind energy areas.
The Federal Wind Energy Area Requirements Act, which came into force on 1 February 2023, stipulates the designation of at least 1.8 percent of the state of Brandenburg's land area by the end of 2027 and at least 2.2 percent by the end of 2032.
These targets were adopted as regional sub-area targets in the Brandenburg Land Use Targets Act (BbgFzG) and the regional planning communities were tasked with implementing them. The energy and climate policy objectives adopted by the state government of Brandenburg via the Energy Strategy 2040 are to be implemented in the Renewable Energies Sub-Regional Plan (TRP EE) through the designation of new priority areas for wind energy utilisation.
In the municipality of Rüdersdorf near Berlin, an area of 71 ha was designated as a priority area for "wind energy utilisation" (VR WEN 14 Herzfelde) in the 2nd draft of the "Renewable Energies" sub-regional plan.
The priority area is delimited to the east (Lichtenow-Dorf) and west (Hennickendorf) by the extended precautionary distance of 1,000 metres from residential buildings. To the north, it is limited by a precautionary distance of 800 metres from split settlements and residential buildings in outlying areas.
The development plan currently being drawn up (VBP No. 52 Hybridkraftwerk Herzfelde) and wind turbines that have already been realised represent positive criteria that require an assessment of the suitability of the designation as a priority area.
The sectoral sub-regional plan designates areas totalling 9,854 ha for onshore wind energy in accordance with Section 4 Paragraph 1 Sentence 1 in conjunction with Section 3 Paragraph 1 WindBG. in conjunction with § 3 Paragraph 1 WindBG and designated as wind energy areas in accordance with § 2 No. 1 a WindBG. The priority areas can be fully counted towards the regional sub-area target in accordance with § 4 Paragraph 3 Sentence 1 WindBG.
The total area of the planning region (456,325 ha) is used as the starting point for determining the priority areas. The total area of the priority areas reaches a share of 2.16 % (= 9,854 ha) and thus exceeds the regional partial area target as of 31 December 2027 in accordance with Article I BbgFzG.
